Dear WASA Members,

 

Writer and author Octavia Butler reminds us that while the challenges we face may not be new, there is always the opportunity to see and pursue new possibilities—new suns. That reminder feels especially urgent right now.

 

Across the country, we’re watching as old patterns resurface—efforts to limit access, defund essential programs, and divert attention away from equity and inclusion. These aren’t new tactics. They are familiar strategies, repackaged in ways that threaten to undo decades of hard-earned progress, especially for our students of color and other historically marginalized groups.

 

The language may be more subtle or seemingly neutral—but the impact remains the same. Systems that deny, defund, and divert weaken the very foundation of public education and move us further away from what we know is right: that every student deserves a fair shot and a school experience that honors their identity, potential, and needs.

 

This is a moment that calls for clarity and leadership. Equity isn’t a side initiative or a political statement—it is central to our mission as educators. And it’s more than just words; it’s about building cultures where every student feels safe, seen, and supported—where every student enjoys a clear sense of belonging.

 

At WASA, we will continue to stand beside you in this work. Whether through policy, the pursuit of ample resources, professional learning, or day-to-day support, our commitment is to help you build systems that reflect the best of who we are—and who we aspire to be.

 

Lean into your networks, your leadership teams, and the resources available to you through WASA. Let’s continue to challenge what is unjust and create new suns—new opportunities—for every student in our care.

ERNN Workshop:  What You Need to Know Going Into Bargaining Season

Come join your colleagues from around the region to sharpen your knowledge and skills regarding communication strategies, bargaining rules/basics, financial facts for bargaining, anticipated bargaining topics, and much more. Stevens Clay will be bringing a wealth of information and resources, and participants will help shape the topics presented based on their individual needs.

 

This training will be held in three locations and participants are encouraged to register for the time and location that best fits their schedule.

WASA Honorary Awards

Program is Underway!

 

WASA is proud to recognize outstanding educational administrators and individuals who make extraordinary contributions to K–12 education. The 2025 Honorary Awards Program launched last month, provides an opportunity to celebrate leaders who demonstrate exceptional impact in their schools, districts, communities, or across the entire state.

 

Award nominees are considered based on their character, leadership, contributions to student success, and long-standing dedication to public education.

 

State and Region Awards

  • State Awards include prestigious recognitions such as the Golden Gavel Award, WASA Leadership Award, and the D.A. Davidson Barbara Mertens Legacy Award, among others. The Learning from Leaders Award, introduced last year, provides a $5,000 grant to honor exemplary programs that drive student success.
  • Regional Awards recognize achievements in student leadership, community contributions, program innovation, and long-term service to education.

WASA Management Reviews

 

WASA Management Reviews WASA’s Management Review service is a great way to take an in depth look at specific areas of operation within your district. Reviews are available for Business & Operations, Special Education, Teaching & Learning, Transportation, Administrative Teams, and more. The WASA Management Review process has been refined through the completion of over 130 reviews in several states and at the college and ESD levels. The overall objective of a review is to provide an expert assessment of any number of aspects within your school district management. The results are designed to be both an analysis of what is, and a blueprint for what can be. Management Reviews are conducted by review teams of recognized, expert practitioners in consultation with your school district administration. Washington State Superintendent of the Year Application Now Open!

 

The 2026 Washington State Superintendent of the Year application is now available. The online application can be found on the . To be considered for Washington State’s SOY, the application deadline is October 1, 2025. Shortly after October 1, WASA will convene a panel of superintendents to review and score the applications to determine our Superintendent of the Year for 2025. The selected candidate for Washington State will advance to AASA to be considered for the National Superintendent of the Year. AASA will announce the 2026 National Superintendent of the Year at the AASA National Conference on Education, February 12-14, in Nashville. For questions about Washington’s SOY process, contact .

Legislative Update with Dan Steele

 

The 2025 Legislature is closing in on April 27, set to be the final day of the session. Budget proposals from both the Senate and House have been released and are moving through the process. While time is running out to engage, there are still opportunities—and you must continue to be vigilant.

 

Full details of the K-12 budget proposals are available in the . You are encouraged to review. A few of the most important points:

  • The “Big Three”: The Senate provides $968 million for special education, while the House offers a paltry $189 million. MSOC would receive $175 million from the Senate—and nothing from the House. The simple message to your legislators: “The final 2025-27 Operating Budget must provide additional investments in basic education programs, specifically Special Education, and Materials, Supplies, and Operating Costs, using the Senate funding levels, AT A MINIMUM.”
  • Apportionment: One of the House “solutions” to the funding problem is using a “savings” of almost $400 million ($396.7 million) from shifting the school year apportionment schedule. Under the proposal, found in and embedded in the Budget, apportionment payments in February, March, and April would be lowered, and payments in August would increase. This gimmick, in reality, does not save any funding; it simply shifts the required payments into a new Fiscal Year. School districts, however, with requirement payments for payroll and other expenses may not have the necessary cashflow or reserves to withstand the adjustment. We firmly oppose this plan.
  • Local Effort Assistance (LEA): Both Budgets include negative impacts on LEA for several small school districts that have Alternative Learning Experience (ALE) programs. and —with assumed savings embedded in the respective budgets—would reduce a district’s LEA funding by 33 percent, if the district’s ALE enrollment exceeds the district’s total enrollment by 33 percent. We firmly oppose this plan.
  • Levy Lid/LEA: The conversation of increasing the local levy lid continues, as anticipated, with a new plan on the table: . This is an “updated” version of , which we have been working on for several weeks. Our message continues to be, IF the Legislature decides to increase the levy lid, AT LEAST a commensurate increase in LEA is required. This new proposal, which continues to be analyzed, almost doubles the levy lid, and while LEA is increased, it is questionable if it is enough to limit inequities between districts.

Obviously, there are many bills left to address; however, much of the focus is turning to the Budgets. We encourage you to continue engaging through to the end. Giving up now will relieve the pressure on legislators to do what you need them to do and give them license to do what they want to do.
